Finstad Introduces Strategic Transparency Act

WASHINGTON, D.C. – Today, Congressman Brad Finstad (MN-01), member of the House Armed Services Committee, introduced legislation to ensure that the United States remains equipped with the information necessary to respond to China’s growing influence and evolving military capabilities.
The Strategic Transparency Act would extend the Annual Report on Military and Security Developments Involving the People’s Republic of China through 2030 and expand its scope by requiring the report to include an analysis of nuclear and drone development, foreign farmland acquisitions, cyber capabilities, and biotech capabilities.
“China’s growing military and economic influence is one of the greatest threats to our national security, which is why it is critical that we have the most accurate reporting on China’s evolving capabilities. The Strategic Transparency Act ensures America has the information needed to stay prepared, protect our security, and defend our way of life," said Rep. Finstad.
Background:
The annual report, first required under the National Defense Authorization Act for Fiscal Year 2000, provides Congress with a comprehensive review of China’s military and security strategy. It examines the current and future trajectory of the People’s Liberation Army, including how it is developing technology, organization, and operations over the next two decades.
In addition to evaluating China’s military modernization, the report outlines U.S.-China engagement on security issues, such as military-to-military contacts, and details America’s strategy for managing cooperation and competition going forward. Without congressional action, the report is set to expire in January of next year.
