WASHINGTON, D.C. – Congressman Brad Finstad (MN-01) introduced the Safeguarding Technology from CCP Influence Act, legislation that would prohibit the U.S. government from purchasing computers and printers from companies that are linked to the Chinese Communist Party (CCP).
“It’s deeply concerning that well-known, household names in the technology industry are closely affiliated with communist China and pose significant cyber espionage risks to our national security,” said Rep. Finstad. “We shouldn’t have to question the safety of our government technology. That’s why my bill, the Safeguarding Technology from CCP Influence Act, puts our cybersecurity first by prohibiting the U.S. government from purchasing any computers or printers from companies linked to the Chinese Communist Party.”

Background:
- Lenovo, a well-known technology company, is closely affiliated with the People’s Liberation Army (PLA), the Chinese Academy of Sciences (CAS), and the People’s Republic of China (PRC) government. Its links to state-run cyber espionage campaigns are well documented, and it is believed to have “been complicit in installing Superfish spyware and potentially a BIOS backdoor on a number of its computer products.”
- In 2016, the Pentagon’s Joint Staff warned that “cyber security officials are concerned that Lenovo computers and handheld devices could introduce compromised hardware into the Defense Department’s global network of suppliers, posing cyber espionage risks.”
- In 2018, the Federal Trade Commission filed a complaint against Lenovo for preinstalling software on U.S.-bound computers which “interfered with how a user’s browser interacted with websites and created serious security vulnerabilities.”
